Add a user tool.
Move tool to a toolbar.
Customize and select the tool's image
Copy Button's Image
Select Button Appearance\Select user defined images
Select new
Paste image

Image pasted in not the image selected. This feature works if a toolbar button image is copied, just not a 'tool' image.

Anyway to copy a tool image?
